Subdivision (g) of Section 12718 does not apply to any of the following:
(a)
Persons engaged in the business of printing, distributing, or selling weighmaster certificate forms.
(b)
Persons possessing or transporting combination grade and weight certificates to be used by employees of marketing order boards or grading inspection services of either the department or the United States Department of Agriculture.
