A household mover shall not transport household goods under a subhauling agreement unless each of the following occurs: (a) The subhauler is permitted by the bureau to transport household goods and complies with the requirements of this chapter. (b) The household mover and subhauler are jointly and severally liable for any loss or damage caused by the subhauler.
