(a)
The bureau shall only authorize a sale, lease, assignment, or other transfer of a permit to a transferee who has qualified in the manner provided by Section 19239.
(b)
The bureau shall prescribe the procedure relative to:
(1)
Assignment of permits.
(2)
Transfer of permits between persons, where the transfer is effected through rent, lease, or sale of the business.
(3)
Change in name, ownership, and address.
