The director may deny, or may suspend, revoke, or place on probation the registration of a service contractor for any act, omission, or crime that is committed by the service contractor or any employee, partner, officer, or agent of the service contractor for any of the following reasons: (a) Any conduct that constitutes fraud or dishonest dealing. (b) Conviction of a crime that has a substantial relationship to the qualifications, functions and duties of a registrant under this chapter, in which event the record of conviction shall be conclusive evidence thereof. (c) Assisting in or abetting the violation of, or conspiring to violate, any provision of this article, or of regulations adopted under this article.
