At the February 12, 2026, public meeting, the Board authorized submission of the rulemaking package to the Office of Administrative Law. PERB staff is preparing the rulemaking package for initial submission to the Office of Administrative Law.

Preliminary Rulemaking Activity:
At the October 9, 2025 public meeting, the Board approved the submission of this rulemaking package to the Office of Administrative Law.  PERB staff is preparing the initial submission

On April 9, 2026, the Board approved proposed text of the regulations. PERB staff is preparing the initial submission of the rulemaking package to the Office of Administrative Law.

At the August 14, 2025 public meeting, the Board authorized the expansion of the role of the existing subcommittee to explore all facets of injunctive relief matters.
